China film studios plan Shanghai stock offerings

HONG KONG (AP) ? Two big Chinese state-owned film studios are planning to sell shares on the Shanghai stock exchange in a sign of Beijing's desire to build a film industry that can compete with Hollywood.

China Film Co. and Shanghai Film Group Co. are on a list of companies preparing to go public in Shanghai. The list was posted this week on the website of China's securities regulator.

No details were provided on how much money they plan to raise or timetables for their initial public offerings. Officials at both companies declined to provide any further information when contacted by phone.

A stock offering would help the companies raise money for big-budget blockbuster productions rivaling the Hollywood movies that are increasingly popular in China's government-controlled film market.

Beijing-based China Film's credits include the critically acclaimed 2010 box office hit "Let The Bullets Fly," starring Chow Yun-fat. It was also involved in the 2010 remake of "The Karate Kid," which starred Jackie Chan and was filmed in China. The company is part of the China Film Group, one of two companies authorized to distribute foreign movies in China.

The Shanghai Film Group, part of the Shanghai Media and Entertainment Group, produced "Aftershock," a 2010 drama about a devastating 1976 earthquake, as well as 2005's "The White Countess," starring Ralph Fiennes and set in Shanghai.

China's leaders hope to develop the country's cultural industries as a way to expand their influence abroad. They've reached out to Hollywood this year as they look for co-production deals that would help their studios make movies that appeal to both Chinese and global audiences.

For their part, Hollywood studios such as Dreamworks Animation have been teaming up with Chinese partners to gain access to China's fast-growing but tightly regulated film market.

Chinese adore foreign movies, and six of the top 10 highest grossing films in the country last year were Hollywood productions, including "Transformers: Dark of the Moon" and "Kung Fu Panda 2."

But leaders are also worried that domestic moviegoers are increasingly choosing Hollywood flicks over local ones.

Tian Jin, deputy head of the State Administration of Radio, Film and Television, the industry regulator, said earlier this month that domestic films took 41.4 percent of total box office receipts in the first 10 months of 2012, according to a report by the official Xinhua news agency. That was down from the year before, though the report did not say by how much.

China's box office revenue rose more than a third in 2011 to $2 billion, putting the country on pace to become the world's second largest movie market after the combined U.S. and Canadian region this year.

Rep. King's greatest hits as Homeland Security Chairman

He drew comparisons to Joe McCarthy, hunted fugitives in his free time and maintained his grip on one of the most powerful roles in Congress in the post-9/11 world. Now, Rep. Peter King's time as House Homeland Security chair is coming to an end.

The New York congressman will step down from his role on the committee next year because of his party's term limits. But in the seven years as the top Republican on the committee, he has drawn more than his share of headlines.

King said in an interview with the Long Island Press published last week that he's proud of his work, especially his hearings focusing on Muslim radicalization "even if they were politically incorrect." He told the paper that being chairman "was the most rewarding experience of my public life" and said he achieved most of what he wanted to do by focusing the committee on "terrorism ? specifically Islamic terrorism because that is the main threat to the country."

TPM compiled some of King's most attention-grabbing events of recent years.

Muslim Radicalization Hearings

In December 2010, King announced his intention to hold hearings on the "radicalization" of American Muslims. It sparked criticism as soon as he went public. His decision to appear on a television show produced by an anti-Muslim group shortly before the hearings certainly didn't help matters. King fought back against the criticism, claiming he wouldn't allow political correctness to "obscure a real and dangerous threat." But by the time of King's first hearing in March 2011, the focus had changed to whether it was a good idea to hold the hearing in the first place.

Ground Zero Mosque Investigation

King called in July 2010 for an investigation into the source of the funding of a mosque set to be built in lower Manhattan, near the site of the World Trade Center attack of Sept. 11, 2001. Earlier that year, he said building a mosque in that location was "very offensive" and wrong but that it could not be stopped because of the First Amendment. No investigation was ever launched.

Too Many Mosques

It wasn't only the Ground Zero Mosque that King had an issue with -- he told Politico in 2007 that there are "too many mosques in this country" in general. King later said he was taken out of context or misspoke. He said he meant to say that "too many mosques in this country do not cooperate with law enforcement."

Fugitive Hunting

King went on a operation to catch fugitives with the U.S. Marshals Service in March and, as TPM first reported, ended up getting into some hot water because of it. The problem was that King brought along a videographer, who ended up filming inside private homes in violation of federal policy. The footage, posted on YouTube by King's office, caused the Marshals Service to consider banning lawmakers and the media from riding along with deputies in the future. King initially defended the video, saying "everything I did was in full compliance with what the Marshals set out as the proper procedures."

What might Democrats give up in ?fiscal cliff? talks? That question arises Tuesday as Republicans complain that they?ve acceded to increases in government revenue but Democrats haven?t detailed any spending cuts they?d accept.

President Obama has talked about his preference for a ?balanced? solution to the crisis, with about $1.6 trillion of new revenue as part of a $3 trillion deficit-reduction package spread over 10 years. He?s been largely silent on the spending reduction side of this balance, however, and some Democrats have indicated they?ll fight if Mr. Obama tries to slash entitlement programs, as the GOP wants.

?In the past, Democrats have demanded tax hikes now for spending cuts that never happened. Not this time. A balanced approach means real cuts, now,? said Senate minority leader Mitch McConnell of Kentucky on the Senate floor Tuesday.

Of course, to some extent GOP lawmakers have also fuzzed their proposed fiscal cliff solutions. While House Speaker John Boehner and others have talked vaguely about ?new revenues,? they?ve haven?t said how those new revenues might be produced. Plus, they?ve continued to resist allowing Bush-era tax cuts to expire for the very wealthy, as Obama wants.

But Republicans say that they?ve stepped out of their comfort zone by even discussing revenue hikes, and that in return Democrats must talk about sweeping entitlement changes. What sorts of changes? Consider the provisions of a 10-year, $4.5 trillion deficit-cutting plan that Sen. Bob Corker (R) of Tennessee is currently circulating. He calls for a gradual increase in the Social Security retirement age to 68 and in the Medicare eligibility age to 67, plus a less generous mechanism for adjusting Social Security outlays due to inflation, among other things.

The GOP also wants provisions of the Affordable Care Act, aka ?Obamacare,? revisited.

?It?s ridiculous to suggest that we make changes to Medicare and Medicaid, while leaving $1.6 trillion in new Obamacare spending untouched,? said Senator McConnell on Tuesday.

The White House, for its part, continues to make noises about the big entitlement programs, saying they?re on the table as part of a multipart deficit solution that also includes increased revenue.

I love humor. And what I specifically love is that truth can be conveyed through humor and suddenly it ?all makes sense.? This Abbott & Costello parody was sent to me with a political bent ? of which I took liberty to edit ? because at the end of the day it does no good to name call. (Yes, I still teach my children that name calling results in NO positive outcomes.) Congrats to President Obama ? we all have a tough road ahead and it will require us all to work together. So, enjoy this for its humor.
COSTELLO: I want to talk about the unemployment rate in America .
ABBOTT: Good Subject. Terrible Times. It?s 7.8%.
COSTELLO: That many people are out of work?
ABBOTT: No, that?s 14.7%.
COSTELLO: You just said 7.8%.
ABBOTT: 7.8% unemployed.
COSTELLO: Right 7.8% out of work.
ABBOTT: No, that?s 14.7%.
COSTELLO: Okay, so it?s 14.7% unemployed.
ABBOTT: No, that?s 7.8%.
COSTELLO: WAIT A MINUTE. Is it 7.8% or 14.7%?

ABBOTT: No, the unemployed are actively looking for work. Those who are out of work gave up looking and if you give up, you are no longer in the ranks of the unemployed.
COSTELLO: So if you?re off the unemployment roles that would count as less unemployment?
ABBOTT: Unemployment would go down. Absolutely!
COSTELLO: The unemployment just goes down because you don?t look for work?
ABBOTT: Absolutely it goes down. That?s how Obama gets it to 7.8%. Otherwise it would be 14.7%. He doesn?t want you to read about 14.7% unemployment.
COSTELLO: That would be tough on the President.
ABBOTT: Absolutely.
COSTELLO: Wait, I got a question for you. That means there are two ways to bring down the unemployment number?
ABBOTT: Two ways is correct.
COSTELLO: Unemployment can go down if someone gets a job?
ABBOTT: Correct.
COSTELLO: And unemployment can also go down if you stop looking for a job?
ABBOTT: Bingo.

Bottom line: Bingo. Forget the numbers. Enjoy the humor ? America, it?s time to put our partisanship aside and find a way to get America back to work.

(AP) ? The garment factory in Bangladesh where a weekend fire killed at least 112 people had been making clothes for Wal-Mart without the giant U.S. retailer's knowledge, Wal-Mart said Monday.

In a statement, Wal-Mart said that the Tazreen Fashions Ltd. factory was no longer authorized to produce merchandise for Wal-Mart, but that a supplier subcontracted work to it "in direct violation of our policies."

"Today, we have terminated the relationship with that supplier," America's biggest retailer said. "The fact that this occurred is extremely troubling to us, and we will continue to work across the apparel industry to improve fire safety education and training in Bangladesh."

The blaze on Saturday was one of the deadliest fires of its kind in Bangladesh and threw a spotlight on the way the country's garment factories often ignore safety in the rush to supply major retailers in the U.S. and Europe. More than 200 people have died over the past six years in garment factory fires in Bangladesh, including a blaze that killed 63 in 2006.

Survivors of the latest tragedy said that an exit door was locked, that fire extinguishers didn't work and apparently were there just to impress inspectors, and that when the fire alarm went off, workers were told by their bosses to go back to their sewing machines. Victims were trapped or jumped to their deaths from the eight-story building, which had no emergency exits.

On Monday, about 15,000 Bangladeshi workers protested blocks from the gutted building in the Dhaka suburb of Savar, demanding justice for the victims and improved safety. Some 200 factories were closed for the day after the protest erupted. Demonstrators blocked a major highway, threw stones at factories and smashed vehicles.

Labor leaders hope outrage over the latest disaster will prompt change. Tahmina Rahman, general secretary of the Bangladesh Garment Workers Federation, said government needs to do more to punish factories for safety lapses.

"The owners go unpunished and so they don't care about installing enough security facilities," she said. "The owners should be held responsible and sent to jail."

Wal-Mart did not say why it dropped the Tazreen factory. But in its 2012 Global Responsibility report, Wal-Mart said it stopped working with 49 factories in Bangladesh in 2011 because of fire safety issues. And online records appear to indicate the Tazreen factory was given a "high risk" safety rating after an inspection in May 2011 and a "medium risk" rating in August 2011.

For more than a day after the fire, Wal-Mart said it could not confirm whether it was still doing business with Tazreen, which was making T-shirts and polo shirts. The uncertainty illustrated how major retailers in the U.S. and Europe rely on a highly complex chain of foreign manufacturers and middlemen to keep their shelves stocked.

Tazreen Fashions Is a subsidiary of the Tuba Group, a major Bangladeshi garment exporter whose clients include Wal-Mart, Carrefour and IKEA, according to its website. Its factories supply garments to the U.S., Germany, France, Italy and the Netherlands, among other countries. The Tazreen factory opened in 2009 and employed about 1,700 people.

Neither Tazreen nor Tuba Group officials could be reached for comment.

Maj. Mohammad Mahbub, fire department operations director, said investigators suspect a short circuit caused the fire.

But the Bangladesh Garment Manufacturers and Exporters Association urged investigators not to rule out sabotage.

"Local and international conspirators are trying to destroy our garment industry," association President Shafiul Islam Mohiuddin said. He provided no details.

Mahbub said it was the lack of safety measures in the building that made the blaze so deadly. "Had there been at least one emergency exit through outside the factory, the casualties would have been much lower," he said.

He said firefighters recovered at least 100 bodies from the factory, and 12 more people died at hospitals after jumping from the building. Local media reported that about 100 injured people were being treated at hospitals.

The government was unable to identify many victims because they were burned beyond recognition; they were buried Monday in a grave outside Dhaka. The government said Tuesday will be a day of national mourning, with the flag lowered to half-staff.

Mohammad Ripu said he tried to run out of the building when the fire alarm rang but was stopped.

"Managers told us, 'Nothing happened. The fire alarm had just gone out of order. Go back to work,'" Ripu said. "But we quickly understood that there was a fire. As we again ran for the exit point we found it locked from outside, and it was too late."

Ripu said he jumped from a second-floor window and suffered minor injuries.

Another worker, Yeamin, who uses only one name, said fire extinguishers in the factory didn't work, and "were meant just to impress the buyers or authority."

TV footage showed a team of investigators finding some unused fire extinguishers inside the factory.

Bangladesh has some 4,000 garment factories. The country earns about $20 billion a year from exports of garments, mainly to the U.S. and Europe.

The Bangladesh Garment Manufacturers and Exporters Association said it would stand by the victims' families and offered $1,250 to each of the families of the dead.

Reasons Why You Shouldn't Partner in Your Real Estate Business

?No way. This shade of tan one tab over looks so much better!?

Although a bit silly and overly simplified, the concept is one that?absolutely?needs to be well thought out before you go into real estate. The concept being:

Do you want 51% of the ?say? in your business decisions, or do you want 50%?

There are many reasons why at some point in your career, a partner may be wise or needed, but my personal opinion is that unless you absolutely need a partner, take the journey alone!

Personality Check

The first thing you need to do is take an honest?assessment?of yourself,?particularly, your personality. This could very well be the thing that creates major bumps in your ride. I won?t go quite as far as saying it would END your ride, but depending on the situation, it could get pretty darn close.

  • Are you a control freak?
  • Are you?obsessive?compulsive about details?
  • Are you great with numbers? Do you enjoy numbers?
  • Do you know how to pound in a nail?

Whether you answered ?yes? or ?no? to any of these questions doesn?t matter, what matters is what you do with this information. There are plenty of other questions to ask, but these will serve as a guideline for some examples.

Can I Compensate, but Avoid Partnership?

After you have the first round of questions out of the way, you can begin to try and structure how your business?management?will work. We?ll use my personal answer to these questions, and how I applied it.

  • Are you a control freak??- Yes
  • Are you?obsessive?compulsive about details??- No
  • Are you great with numbers? Do you enjoy numbers??- Yes
  • Do you know how to pound in a nail??- No

I love control and being an engineer by degree, I love numbers. I?m okay with details, but not great and when it comes to construction, it?s?embarrassing.

Does that mean I need I need to partner up with someone to overcome my?deficiencies? No!

I compensate for this by using a project manager and an assistant whom I pay?separately. ?Yes, I could give them equity stake and then not have to pay them; however, I want equity for myself, and more importantly, I want CONTROL. It just fits my personality.

If you?re not very good with numbers, find someone who is, and create an?arrangement?with them. ?If you can help me analyze my deal and crunch the numbers, I?ll pay you x-amount.? Sure it is money out of your pocket and an expense, but it keeps you in control, and you?ll find it is well worth it.

Can I Temporarily Partner, but then Avoid?

The one instance where you truly have no other option to partner is if you have no capital. Yea, yea, ?yea ? I know about all those ?no money needed? real estate strategies, including wholesaling. I have no?empirical?data to back this up, but I?m guessing for every 10 people who approach the wholesaling strategy or ?no money down,? maybe 1 or 2 actually survive as real estate investors. If the odds of success were higher than that, I sure wouldn?t struggle as much as I do to find ?true? wholesalers. (sorry, went off on a tangent there, let?s get back on track!)

If you love control, I would try and arrange a partnership on JUST THAT DEAL. Not a partnership for your overall company. This way, you can get access to the capital you need, but when things are done, still have the option to?continue?on your separate path.

Do you have capital, but not enough for rehab costs? Partner up with a contractor. In this case, you definitely only want it as a ?per deal? basis as in the future you can just include the contractor in your budget, but if you?re short on cash, this is a justifiable reason to partner up.

Avoid this Trap

?We?ve been friends since middle school. Let?s go into real estate together.? Uggggg? T-minus x amount of months before business and friendship go sour.

Yes, I know. You know of partnerships that work (same with me), but when I personally stop and think about it, I can think of double the amount of partnerships that have just failed.

If you find yourself with capital, but are inching?towards?a partnership out of ?fear-of-the-unknown? and using the shield of ?This person is my friend/family, that?s why I want them as my partner? as an excuse, then you need to step back and truly think twice about it. I?m not saying this is impossible to accomplish (my brother-in-law and his brother have run a successful?lawn-care?business for numerous years), but what I AM saying is this?

If the only reason for wanting a partnership is for personal comfort, DO NOT DO IT.

If you have the capital and want to work with a person, then by all means work with them, just pay them separately though instead of giving up 50% equity in your business. Don?t fall into the trap of ?my strong friendship/family ties will overcome any difficulties.? When actual money is on the line, it has a way to completely dismantling those ?ties.? Again, it may work, but why RISK IT if you already have the needed supplies (capital) to get started.

Step outside of your comfort zone. Push yourself a bit. You?ll be glad you did when you can look at the other person in the room and say, ?It?s my company and my decision, so we?re going with MY shade of tan.?

(AP) ? As Tammy Duckworth sees it, her path to Congress began when she awoke in the fall of 2004 at Walter Reed Army Medical Center. She was missing both of her legs and faced the prospect of losing her right arm.

Months of agonizing therapy lay ahead. As the highest-ranking double amputee in the ward, Maj. Duckworth became the go-to person for soldiers complaining of substandard care and bureaucratic ambivalence.

Soon, she was pleading their cases to federal lawmakers, including her state's two U.S. senators at the time ? Democrats Dick Durbin and Barack Obama of Illinois. Obama arranged for her to testify at congressional hearings. Durbin encouraged her to run for office.

She lost her first election, but six years later gave it another try and now is one of nine veterans of the Iraq and Afghanistan wars who will serve in next year's freshman class in the of House of Representatives.

Veterans' groups say the influx of Iraq and Afghanistan veterans is welcome because it comes at a time when the overall number of veterans in Congress is on a steep and steady decline. In the mid-1970s, the vast majority of lawmakers tended to be veterans.

For example, the 95th Congress, which served in 1977-78, had more than 400 veterans among its 535 members, according to the American Legion. The number of veterans next year in Congress will come to just more than 100. Most served during the Vietnam War era. In all, 16 served in Iraq or Afghanistan, not all in a combat role.

"We're losing about a half a million veterans a year in this country," said Tom Tarantino, chief policy officer at Iraq and Afghanistan Veterans for America. "We are not going to be in a world where a significant plurality of people spent some time in the military, so to have 16 men and women who fought in this current Congress is incredibly significant."

Tarantino said he recognizes that the 16 Iraq and Afghanistan vets have wide-ranging political views. But at the end of the day, he said, their shared experiences make it more likely they'll put political differences aside on issues like high unemployment and suicide rates among returning veterans, or in ensuring that veterans get a quality education through the post-9/11 GI bill.

Their election victories also provide a sense of assurance to veterans.

"The biggest fear we have as veterans is that the America people are going to forget us," Tarantino said. "When you have an 11-year sustained war, the fight doesn't end when you pull out."

Duckworth carries the highest profile of the incoming vets. She was co-piloting a Black Hawk helicopter in Iraq when a rocket-propelled grenade landed in her lap, ripping off one leg and crushing the other. At Walter Reed, she worried about what life as a double amputee had in store. But during her recovery, she found a new mission ? taking care of those she describes as her military brothers and sisters. That mission led her to a job as an assistant secretary at the Department of Veterans Affairs during Obama's first term.

"Had I not been in combat, my life would have never taken this path. You take the path that comes in front of you," Duckworth said from a wheelchair last week as she and her fellow freshmen went through orientation at the Capitol. "For me, I try to live every day honoring the men who carried me out of that field because they could have left me behind, and they didn't."

Duckworth is one of two freshmen Democrats who served in Iraq or Afghanistan. The other is Tulsi Gabbard of Hawaii, who served near Baghdad for a year and was a medical operations specialist. Gabbard said she hopes the two of them can be a voice for female veterans and the unique challenges they face.

About 8 percent of veterans are women. They tend to be younger on average. Nearly one in five seen by the Department of Veterans Affairs responds yes when screened for military sexual trauma.

Seven Republicans served in Iraq or Afghanistan. Most had backing from tea party supporters who share their views that the size and scope of the federal government should be curtailed.

?Ron DeSantis of Florida was a judge advocate officer in the Navy who deployed to Iraq as a legal adviser during the 2007 troop surge.

?Brad Wenstrup of Ohio was as a combat surgeon in Iraq.

?Kerry Bentivolio of Michigan served in an administrative capacity with an artillery unit in Iraq and retired after suffering a neck injury. He also served as an infantry rifleman in Vietnam.

?Jim Bridenstine of Oklahoma was a combat pilot in Iraq and Afghanistan.

?Scott Perry of Pennsylvania commanded an aviation battalion in Iraq in 2009 and 2010.

?Doug Collins of Georgia was a chaplain in Iraq.

?Tom Cotton of Arkansas, a Harvard Law School graduate, was an infantry platoon leader in Iraq and then was on a reconstruction team in Afghanistan. In between, he was a platoon leader at Arlington National Cemetery.

Cotton said the reason he ran for Congress is the same one that led him to enter the Army after the Sept. 11 terrorist attacks.

"I felt we had been attacked for who we are ? the home of freedom," Cotton said. "And I worry now our liberty is threatened at home by the debt crisis we face, which in the long term will mean less prosperity and less opportunity, and therefore less liberty."

Cotton said he could easily see himself working with Duckworth and Gabbard on veteran's issues. "They've carried a heavy load and we owe them a great debt," he said.

At the same time, it's clear the freshmen veterans have clear differences of opinion over policy matters. For example, Gabbard is a strong critic of the war in Afghanistan. She says the United States needs to get out as quickly and safely as possible. Cotton opposes setting timetables for withdrawal.

"We're trying to win a counter-insurgency war where we can put a friendly, allied, stable government in place," Cotton said. "It's certainly been a long and somewhat winding road, but on the whole, America and our interests in the world are much better off for having waged the war in Afghanistan."

There also will be differences over spending priorities. Cotton is reluctant to trim spending on defense as a way to deal with the deficit.

Duckworth said certain programs need close examination, particularly in the area of government contracts. She said she "can actually stand up and talk about defense spending in a way that will be realistic without being attacked for lack of patriotism or not being strong on defense."

Halle Berry?s ex-boyfriend, fianc? hospitalized after brawl

Berry and Martinez.It?s probably safe to assume that Halle Berry?s ex-boyfriend Gabriel Aubry and current fiance Olivier Martinez are not thankful for each other this Thanksgiving. The two men had to be hospitalized after they got into an all-out brawl this morning at the Oscar winner?s Los Angeles home, reports? TMZ. According to the site, it all began when Aubry dropped off his 4-year-old daughter with Berry, Nahla, back at her mother?s home. Once inside, Martinez approached the model and said, ?We have to move on,? in reference to the battle between Berry and Aubry over Berry moving Nahla to France (a judge recently denied her request) ? and that?s when Aubry lost it.

TMZ reports that Aubry, 36, swung at Martinez?s face, but he blocked it and was instead struck on the shoulder. Then Aubry pushed the actor to the ground, and that?s when Martinez punched him in the face. After wrestling on the ground, Martinez, 46, was able to pin Aubry to the ground and made a ?citizen?s arrest? for assault.

Aubry was eventually booked for "a private persons arrest for battery," according to the LAPD and his bond was set for $20,000. The former Versace model bonded out of jail about an hour later.

According to TMZ, before he was arrested, Aubry was taken to a hospital for a broken rib, contusions to his face, and possibly a head injury. A short time later, Martinez was taken to the same hospital with a neck injury and possibly a broken hand.

As a result, a judge has issued an emergency protective order mandating that Aubry stay at least 100 yards away from Berry, Martinez, and Nahla, reports TMZ.

Just a day before the Thanksgiving Day brawl, the group all attended the same holiday party at a home in Beverly Hills, where Berry reportedly ?handed off? Nahla to her father. That night, Aubry and his daughter were spotted at The Grove where they saw a movie together.

A Jack Russel has recently bitten an 8 day old baby here in England, tragically killing the baby.

These attacks are all too common lately. There was an attack by pet dogs on a woman last month, killing her. There are other occurrences too.

Much as these are dreadful, I personally know that people should never leave dogs unsupervised near children.

Dogs have an inbuilt instinct and can turn (especially certain breeds), however much they are docile, cute, friendly etc.

What are your views? Should dogs be muzzled on certain occasions? Do we mollycoddle our dogs to the extent that we feel they would never harm anyone?

Low-cost, finger-nail sized radar

ScienceDaily (Nov. 23, 2012) ? EU-funded researchers have squeezed radar technology into a low-cost fingernail-sized chip package that promises to lead to a new range of distance and motion sensing applications. The novel device could have important uses in the automotive industry, as well as mobile devices, robotics and other applications.

Developed in the 'Silicon-based ultra-compact cost-efficient system design for mm-wave sensors' (Success) project, the device is the most complete silicon-based 'system-on-chip' (SoC) package for radar operating at high frequencies beyond 100 GHz.

'As far as I know, this is the smallest complete radar system in the world,' says Prof. Christoph Scheytt, who is coordinating the project on behalf of IHP in Frankfurt, Germany. 'There are other chips working at frequencies beyond 100 GHz addressing radar sensing, but this is the highest level of integration that has ever been achieved in silicon.'

Measuring just 8 mm by 8 mm, the chip package is the culmination of three years of research by nine academic and industrial partners across Europe, supported by EUR 3 million in funding from the European Commission. The team drew on expertise from every part of the microelectronic development chain to develop the groundbreaking technology, which is expected to be put to use in commercial applications in the near future.

Operating at 120 GHz -- corresponding to a wavelength of about 2.5 mm -- the chip uses the run time of the waves to calculate the distance of an object up to around three metres away with an accuracy of less than one millimetre. It can also detect moving objects and calculate their velocity using the Doppler effect.

From a commercial perspective, the technology is also extremely cheap: manufactured on an industrial scale, each complete miniature radar would cost around one euro, the project partners estimate.

That gives it the potential to replace ultrasonic sensors for object and pedestrian detection in vehicles, to be used for automatic door control systems, to measure vibration or distance inside machines, for robotics applications and a wide range of other uses. It could even find its way into cell phones.

To develop the miniaturised radar system, the team had to overcome a range of technical challenges, not least integrating and ensuring the reliability of the tiny antenna.

'In this area, size matters a lot,' Prof. Scheytt notes. 'The main motivation for using high frequencies rather than lower ones is that the antennas can be smaller.'

While an FM radio has an antenna that's about one metre long and a WiFi router's antennas are about 10 cm in length, at mm-Wave frequencies (between 30 GHz and 300 GHz) the antennas can also be at the millimetre scale. Given the increasing miniaturisation of modern devices -- from cell phones to robotics components -- working in the millimetre range is therefore a significant advantage.

A novel substrate to solve attenuation

However, at high frequencies unwanted electromagnetic radiation and high attenuation are serious problems. 'The higher you go in frequency the more the wiring radiates: modelling this interface was a big challenge,' the project coordinator says.

The Success team addressed the issue through precise modelling, a novel technique for antenna integration, and using a polyamide substrate for the antenna.

'The project partners researched and tested a lot of different substrates for the antenna to find one that was the least lossy. Then they used a technique to print the antenna on it and connect it through solder bumps,' Prof. Scheytt explains. 'The antenna itself is planar, meaning it is mounted flat on top of the chip. This is completely different to the packaging technology of other millimetre-wave systems, which usually have bulky antennas with tube-like conductors. The advantage is that the whole "system-in-package" is a lot smaller.'

Another issue with high frequency devices is testing that they work as they are designed to. Current testing techniques are expensive and ill-suited to the high-volume testing necessary if the device is to be manufactured commercially. To address this, the Success team took the unusual step of including self-testing features built in to the chip package.

'Built-in self-testing is quite common for cell-phone chips that work at much lower frequencies, but it is something quite novel for millimetre-wave chips,' Prof. Scheytt says. 'Our industrial partners put a lot of emphasis on including this as it makes no sense to have a chip that can be manufactured for a euro and then have to spend 30 or 40 euro to test each one.'

The built-in test features enable technicians to easily and cheaply test if the antenna is connected correctly, the transmit power of the device and if it is operating in the right frequency range. And, because there is no radio frequency interface to deal with, integration onto a printed circuit board is similarly cheap and easy.

'Since all the high-frequency circuitry is in the package you have only low-frequency interfaces to work with,' Prof. Scheytt notes.

He points out that an application engineer can handle the chip, because it is a standard surface-mount package, in much the same way they would fit an ultrasonic sensor or microcontroller.

'Users can solder the chip onto their standard circuit boards and receive low-frequency signals that can be processed without difficulty,' says Prof. Thomas Zwick, head of IHE at the Karlsruhe Institute of Technology (KIT), a project partner.

The different partners in the Success consortium are now looking to use the technology commercially. Bosch, for example, is investigating deployment possibilities, seeing major potential for low-cost radar operating at high frequencies, while other partners, such as Silicon Radar in Germany, Selmic in Finland and Hightec in Switzerland are also expected to incorporate the work carried out in Success into their industrial processes.

Success received research funding under the European Union's Seventh Framework Programme (FP7).

What to watch out for if you're buying a cheap Android tablet today

Today's Black Friday in the U.S., and across the country, turkey-filled Americans will hitting the stores looking for bargains. If previous holiday sales are any indication, there are sure to be plenty of low-cost Android tablets looking to lure buyers in with the promise of a big-screen Android experience on the cheap.

Just because a tablet doesn't cost the earth, doesn't make it bad. The Nexus 7 has proved that you can get a decent Android-powered tablet without breaking the bank. Nevertheless, there are some things you'll want to watch out for if you want to avoid being sold a dud. We went through some of these points a few years back in a post-Christmas tablet guide, but it's time we brought it a bit more up-to-date.

Madrid, AC Milan into last 16 of Champions League

FRANKFURT, Germany (AP) -Real Madrid and AC Milan, with 16 Champions League titles between them, advanced to the knockout stage on Wednesday, along with Borussia Dortmund and Schalke to make it three out of three teams from Germany.

Nine-time champion Madrid held on for 1-1 at Manchester City with 10 men, eliminating the English Premier League champion in the process. Also in Group D, Dortmund beat Ajax 4-1 to go through as the top team.

Seven-time winner Milan got a spectacular overhead goal from defender Philippe Mexes as it went through with a 3-1 win at 10-man Anderlecht. Malaga drew 2-2 at Zenit St. Petersburg to win Group C.

Schalke defeated Olympiakos 1-0 and Arsenal beat Montpellier 2-0 to progress out of Group B.

Paris Saint-Germain won 2-0 at Dynamo Kiev to go through from Group A with FC Porto, which beat Dinamo Zagreb 3-0. Zagreb still hasn't scored a goal, let alone earned a point.

On Tuesday, Bayern Munich, Barcelona, Shakhtar Donetsk and Valencia also reached the knockout stage, while Chelsea was on the verge of becoming the first titleholder to fail to make it out of the group stage.

Chelsea's 3-0 loss at Juventus cost Roberto Di Matteo his job as coach despite leading the London club to the title in May. Rafa Benitez, who won the 2005 title with Liverpool, was hired to replace him in an interim role.

The goal of the day belonged to Mexes against Anderlecht.

Receiving a free kick outside the box with his back to goal, Mexes sent a perfectly executed overhead kick from 20 meters out that dipped over goalkeeper Silvio Proto and into the far corner.

The goal resembled the fourth strike by Zlatan Ibrahimovic against England last week. Ibrahimovic failed to score on Wednesday, but Ezequiel Lavezzi notched a double as Paris Saint-Germain cruised in Kiev.

Germany forward Lukas Podolski also had an eye-catching goal in Arsenal's win over Montpellier that also featured Jack Wilshere's first strike in two years. The Gunners advanced from the group stage for the 13th straight year.

Podolski met Olivier Giroud's floated pass with a powerful first-time strike from the edge of the area in the 63rd.

Assured of a top-two finish, Arsenal will go into its last Group B game at Olympiakos a point behind Schalke. Both sides will want to finish top to secure what would likely be an easier last-16 match.

"That's 13 times in a row - it's not the most glamorous thing but it's the most difficult, being consistent at this level," said Arsenal coach Arsene Wenger, whose team has gone on to reach the final only in 2006 when it lost 2-1 to Barcelona.

Manchester City's campaign ended in the group stage for the second successive season. City needed a win to keep its hopes alive, but Karim Benzema exploited sloppy defending to put Madrid ahead after just 10 minutes at Etihad Stadium.

City secured a lifeline in the 74th when Alvaro Arbeloa was sent off for fouling Sergio Aguero, who subsequently equalized from the penalty spot.

But in Jose Mourinho's 100th match managing in the Champions League, Madrid held on for the draw to qualify behind leader Borussia Dortmund with a game to spare.

"The only two times I finished second in the group, I won the Champions League," said Mourinho, who won the competition with FC Porto and Inter Milan. "It means something (to finish top), but my experience is, it doesn't mean so much."

City was at the bottom with just three points from five matches.

"With the array of players at their disposal it is amazing they have been eliminated at the group stage two years running," Mourinho said.

Young Italy forward Stephan El Shaarawy scored one goal and set up Alexandre Pato in injury time as Milan beat Anderlecht. Milan is compensating for its struggles in the Serie A.

Dortmund, which failed to advance from the group stage last season, extended its impressive run, with Germany midfielder Mario Goetze involved in all four goals, including two by Robert Lewandowski.

Dortmund, the 1997 champion, sealed the win before halftime at Amsterdam Arena thanks to its clinical finishing on the break and Goetze's skill and vision.

Ajax captain Siem de Jong was impressed.

"In the first half they were only in front of goal three times and they scored three goals. They were so effective," De Jong said.

Schalke left it late to secure its win, with defender Christian Fuchs driving home from long range with 13 minutes remaining.

"When you get such a chance you have to take it with both hands," Fuchs said.
