Even as He Prepares for Fall Offensive, Obama Retreats on Jobs Speech (Time.com)

Barack Obama had three weeks to plan his first move of the fall political season. When he announced it, that move appeared to be an aggressive one. And then it blew up in his face.

Midday on Wednesday, his aides announced that the president intended to give a joint address to Congress about the economy at 8 p.m. on Wednesday, Sept. 7, the same day and time that his Republican rivals planned to meet in California for a nationally televised debate. This sent three messages: First, he saw an advantage of being compared to the Republican presidential field, even at this early date. Second, he was not going to let the political calendar get in the way of the main task, which is to get the economy growing at a faster clip. And third, he was ready to start being more aggressive, by dictating the schedule of the national conversation.

Officially, White House Press Secretary Jay Carney said the Republican presidential debate did not factor in the decision. "It is coincidental," he said. But at this level of presidential communications, coincidences don't happen. Calculations are made. Costs and benefits are projected. And decisions are rendered. So it is all the more striking that just hours after the White House announced its timing plans, Obama backed down.

Speaker John Boehner had raised objections to having the speech on Wednesday, which would force the Congress to convene several hours earlier than had been planned. Boehner suggested Thursday, when the National Football League had scheduled its season opener, one of the highest rated televised events of the year, at 8:30 p.m.

The immediate response from Democrats was that Boehner was just jostling for political advantage, in the same way that Obama appeared to have been jostling for political advantage. And some Democrats struck back fiercely. "After 239 days with no action to create jobs, Speaker Boehner and House Republicans have just given the American people the clearest - and most disgraceful - proof yet that their priority is playing politics instead," said Rep. Steve Israel, the chair of the 2012 election effort for House Democrats. "Americans' top priority is creating jobs and protecting Medicare while Republicans' top priority is playing political games."

Obama, however, was not ready to fight this battle. He backed down. "We consulted with the Speaker about that date before the letter was released, but he determined Thursday would work better," Carney said in a written statement, which, though true, concealed far more than it revealed. (In fact, White House aides never sought Boehner's permission. They announced their intention. Then backed down when Boehner objected.) At another point in Obama's presidency, such a minor skirmish would not have mattered all that much. But this is, in fact, a key point in Obama's presidency. As I explain in this week's issue of TIME magazine, the Obama White House is preparing a major shift in tone and substance in the hopes of reasserting Obama's leadership abilities heading into the next election. Recent months, of course, have not been kind to Obama's polls, which have registered roughly 10-point declines in Obama's reputation for being a "strong leader" and for being "able to get things done."

As part of this strategy, on Wednesday morning Obama held an event in the Rose Garden talking tough to Republicans about the consequences that will befall them if they insist on having their way in an ongoing dispute over highway funding. After night fell, he was demonstrating his willingness to back down if Republicans bit back.

The problem this raises for Obama is real and immediate. He faces a perception problem, not just with Congress but with a growing share of the American people, who think he is so eager to find compromise on key issues of national importance that he allows himself to be pushed around. Wednesday's confusion will not help to solve this problem.

On Wednesday night, White House aides made clear that they do not expect the president's speech to cut into the first game of the season between the Green Bay Packers and the New Orleans Saints. The NFL pre-game show was set to begin on NBC and the NFL Network at 7:30 p.m., with game-time programming beginning at 8:30 p.m. In 2010, the pre-game show on NBC garnered 15 million viewers, and the game attracted more than 22 million. It is hard to see how Thursday is anything but a worse time spot for the President. Even if he is able to still start speaking at 8 p.m., when more people are around the television, the talk the following morning for much of his target audience will be about football, not politics.

And so the President's team must now look for another opportunity to demonstrate its willingness to go on offense. As it happened Wednesday, the bungled scheduling undercut their central message.

U.N. panel's report says Gaza blockade was legal (Reuters)

UNITED NATIONS (Reuters) ? A long-awaited U.N. report on an Israeli raid on a Gaza-bound ship that killed nine Turks declares that Israel's naval blockade of the Gaza Strip was legal but that the Jewish state used unreasonable force.

The report, made public on Thursday, said Israeli commandos faced "organized and violent resistance from a group of passengers" in the incident last year.

But in criticism of Israel, it said the amount of force used by the Israelis on board the Mavi Marmara, the largest in a flotilla of six ships that the crew said were delivering aid to Palestinians in Gaza, was "excessive and unreasonable."

Israel calls its Gaza blockade a precaution against arms reaching Hamas and other Palestinian guerrillas by sea. Palestinians and their supporters say the blockade is illegal collective punishment, a view some U.N. officials have echoed.

The report, prepared by a four-man U.N. panel headed by former New Zealand Prime Minister Geoffrey Palmer, was due to be released on Friday but the New York Times obtained a copy and posted it on its website.

The release of the so-called Palmer report was delayed repeatedly to allow for rapprochement talks between Israel and Turkey, whose relations were badly affected by the incident on May 31 last year.

The United States has been concerned about the rift between two countries that had been strategic partners in an increasingly stormy Middle East.

The report was originally expected to be completed in February. But Turkey and Israel, who both had representatives on the panel, were never able to reach an agreement on what happened and what the conclusions of the report should be, diplomats and U.N. officials said. As a result, one U.N. official said, the report is not a "consensus document."

Israel, however, expressed some satisfaction.

"The bottom line is that the Israeli actions were legal," a senior Israeli official told Reuters on condition of anonymity. "It (the report) says the naval blockade was legal under international law."

It is also significant that the report confirmed Israel's right to search ships in international waters, the official said. He said he hoped Israel and Turkey could put the flotilla incident behind them and rebuild their once-strong ties.

"I hope that we (Israel and Turkey) can ... go forward in our relationship," he said. Israel had no official reaction and foreign ministry spokesman Yigal Palmor said it would only comment once the report was officially released.

Turkey's U.N. mission had no immediate reaction either.

Ankara has demanded that Israel apologize for the raid, but the Israeli government has made clear it will not issue a formal apology.

Prime Minister Benjamin Netanyahu has voiced regret over the killings. Defense Minister Ehud Barak, a centrist in the conservative coalition government, has stirred debate inside the cabinet by proposing Israel offer a diluted apology in hope of restoring ties with Turkey, once an important Muslim ally.

Barak had also thought such a step would help indemnify Israel's navy personnel against lawsuits abroad.

Hurricane Katia continues moving across Atlantic (AP)

MIAMI ? Hurricane Katia is moving across the Atlantic with little change in strength while a new storm could be brewing off the Northeast U.S. coast.

The U.S. National Hurricane Center in Miami said Thursday a low pressure system about 360 miles (418 km) north of Bermuda stood a 50 percent chance in the next two days of becoming a tropical cyclone, the first step toward a tropical storm.

Katia was about 1,050 miles (1,685 kilometers) east of the Leeward Islands and moving west near 18 mph (30 kph) with maximum sustained winds Thursday near 75 mph (120 kph). It could become a major hurricane this weekend.

The hurricane center says it's too early to tell if Katia will hit the U.S. It is expected to pass north of the Caribbean.

Setting Windows Virtual Memory, why ... - gHacks Technology News

Virtual memory is a throwback to Windows of old, when the physical memory available to a computer was severely limited.? Essentially it uses a chunk of space on your computer?s hard disk as a memory swap file.? Unfortunately, Windows has always been terrible at managing this file allowing to dynamically grow and shrink depending on what the operating system needs at the time.

You computer now may well have 2/4/6 or even 16Gb of RAM, but Windows is still using the swap file, primarily now for application compatibility.? With this file always growing and shrinking in size on your hard disk it?s building up a fragmentation problem that will eventually slow down file access to your hard disk and that, potentially, could lead to data corruption.

Now, both of those scenarios with modern hardware are worst case, but it?s always a good idea to manually manage the Windows swap file.? Why do I say this?? Because while I can?t guarantee an unmanaged swap file will cause slowdown and data corruption, I can positively guarantee that a properly managed swap file won?t.

You access the swap file properties in the Control Panel by selecting the System panel.? In the left hand panel (Vista and Windows 7) click the Advanced system settings link.

In the Window that appears, you?ll see the Advanced tab open by default.? In the Performance?section you need to click on the Settings button.

At this point a new Window will appear.??Under the Virtual Memory tab click the Change button to set the virtual memory manually.

At the next Window (seen below) there are several things you need to do.

  1. Untick the Automatically manage paging file size for all drives option.
  2. Choose the Custom Size option
  3. Set both the Initial size and Maximum size options to the Recommended value at the bottom of the window. NOTE: both values must be identical.
  4. Press OK to finish.? The changes will take effect the next time you restart your computer but there?s no need to do this immediately.

Some people have questioned whether you should keep your paging file on the same disk as Windows is installed in your computer if that hard disk is an SSD.? The reason for this is that a paging file makes many millions of read and write requests over the lifetime of that copy of Windows, many more times that of any other file.? The argument is that this can significantly reduce the lifetime of your SSD which has a maximum lifespan of so many read and write requests.

Conversely, other people will say that moving the paging file away from the SSD will slow down Windows and undo some of the good of having it installed on an SSD in the first instance.

This is a decision you?ll have to make for yourself and it comes down to a personal choice.? I?m not convince that moving the paging file away from Windows will affect performance adversely and on my own computer the power management powers-down the hard disk after a period.? This means that when I come to access a file from it I always suffer a delay while the computer spins it up again.? Having the swap file on the hard disk and not the SSD would get around this secondary issue.

On the image above you can see on my own computer the Windows 7 partition is highlighted.? It?s here that I?ve got my own swap file stored.? Before moving the file to another disk simply click on the appropriate hard disk or partition in the list that you see.? The next time you reboot the swap file will be moved to this other disk instead.
