Former boxer 'Macho' Camacho shot in Puerto Rico

SAN JUAN, Puerto Rico (AP) -- Former champion boxer Hector ''Macho'' Camacho was seriously wounded Tuesday in a shooting outside the Puerto Rican capital, and doctors and his spokesman said he was expected to survive.

At least one gunman opened fire on the 50-year-old Camacho and another man as they sat in a car in the city of Bayamon. The other man, whose relationship to the former boxer wasn't immediately known, was killed, according to a statement from police.

Camacho was rushed to Centro Medico, the trauma center in San Juan, where he was in critical but stable condition, Dr. Ernesto Torres, the hospital director, told reporters.

The bullet apparently struck him in the jaw but exited his head and lodged in his right shoulder and fractured two vertebrae, Torres said. The doctor said the boxer, who was trailed by drug and alcohol problems during a career that included some high-profile bouts, was at risk of paralysis from the shooting.

Camacho representative Steve Tannenbaum said he was told by friends at the hospital that the boxer would make it. ''This guy is a cat with nine lives. He's been through so much,'' he said. ''If anybody can pull through it will be him.''

The fighter's last title bout came against then-welterweight champion Oscar De La Hoya in 1997, a loss by unanimous decision. Tannenbaum said he was going to fight two years ago in Denmark until his opponent pulled out and that they were looking at a possible bout in 2013.

''We were talking comeback even though he is 50,'' he said. ''I felt he was capable of it.''

Camacho was born in Bayamon, one of the cities that make up the San Juan metropolitan area. He won super lightweight, lightweight and junior welterweight world titles in the 1980s.

Camacho has fought other high-profile bouts in his career against Felix Trinidad, Julio Cesar Chavez and Sugar Ray Leonard. Camacho knocked out Leonard in 1997, ending what was that former champ's final comeback attempt.

Camacho has a career record of 79-5-3, with his most recent fight coming in 2009.

Drug, alcohol and other problems have trailed Camacho since the prime of his boxing career. He was sentenced in 2007 to seven years in prison for the burglary of a computer store in Mississippi. While arresting him on the burglary charge in January 2005, police also found the drug ecstasy.

A judge eventually suspended all but one year of the sentence and gave Camacho probation. He wound up serving two weeks in jail, though, after violating that probation.

Twice his wife filed domestic abuse complaints against him, and she filed for divorce several years ago.

On Apple devices (and many others), an animation lets users slide from one page of whatever they?re reading to the next. But an Apple devices that move has an appearance similar to that of the flip of a physical page. While there?s been some confusion over exactly what it means for Apple to own this patent, as CBS News explains it, Apple?s patent is a design patent, which ?protects the way an article looks,? according to the United States Patent and Trademark Office.

So other tablet devices and phones can still have page-turning devices ? theirs just can?t look identical to Apple?s.

The Apple patent has three names on it under inventors, Elizabeth Caroline Cranfill, Stephen Lemay and?Mikio Inose. It was originally filed last December.

STATE: SBAM president: Health insurance will make employers ...

SOUTHGATE ? It might be tempting for small business owners to abandon plans to offer health insurance to workers, but a lobbyist warned them to carefully consider the decision.

Rob Fowler, president and chief executive officer of the Small Business Association of Michigan, addressed the Southern Wayne County Regional Chamber?s Legislative Forum on Monday and warned members of the chamber to think twice when President Barack Obama?s Patient Protection and Affordable Care Act is fully implemented in 2014.

?You could be unwise to drop insurance and send your employees to the exchange,? he said. ?It might make you a more attractive employer if you provide health insurance.?

In a little more than a year, businesses with more than 50 employees must provide insurance or pay a penalty. Smaller businesses with fewer than 25 full-time employees can qualify for tax breaks if they pay half their employees? premiums.

Fowler?s group opposed the act, but after the U.S. Supreme Court ruled it constitutional last summer and voters re-elected Obama earlier this month, he said small businesses must be ready.

?It?s an interesting time for small businesses,? he said. ?There?s going to be a new demand for health insurance by employees.?

States or the federal government will create exchanges for individuals and small businesses to shop for insurance plans and anyone that can afford it will be compelled to purchase health insurance. Individuals that fail to do so will pay a penalty and low-income buyers could qualify for subsidies to help them purchase plans.

Fowler, who also serves on boards of the state Health Insurance Access Advisory Council and Housing Development Authority, also wondered out loud if it?s time to seek legislation to make Michigan a right-to-work state.

Proposal 2, an effort by labor unions to amend the state Constitution to ensure collective bargaining and other matters, failed at the polls and Fowler said he believes there are enough votes in the state House and Senate to get such legislation passed.

Gov. Rick Snyder has not taken a stance on the issue, but Fowler said now might be the time to seriously consider it. Continued...

?We?ve always waited for the stars to align and this could be the time,? he said.

Right to work laws abandon the idea of a closed shop, where joining a union local is a condition of employment. Almost half the states have right to work laws. Indiana is the only one in the Midwest that has such legislation.

Business groups have argued closed shops and prevailing wage stipulations inhibit economic growth in the state. Prevailing wage laws compel contractors to pay the prevailing union wage if a project is completed with public funding.

As expected, Fowler said he hopes the state considers abolishing the practice.

He spent most of his time reviewing the results of the general election and said, for the most part, not much has changed in Michigan. The Republican party maintained its control of the Legislature and Fowler took that as support for the change in the state?s small business tax structure.

?I think there?s a tangible turnaround and people are optimistic,? he said. ?The message said it?s working.

?A tax cut for small business is beginning to generate job creation by small businesses.?

By Fowler?s count, the state has added 12,742 new small business jobs since the start of 2012.

What You Need For An Energy-Efficient Gaming PC

energy efficient gaming pcGaming computers are some of the most powerful consumer PCs on the market. Though beefy dual-processor workstations exist, they?re for work rather than play. People who buy a powerful computer for personal use usually do it so they can play the latest games.

These computers are impressive, but they also draw a lot of power. This can slightly increase your power bills. More importantly, it often has an impact on the noise and heat your PC puts you. A computer that needs less power for the same task can also perform it while cooler and quieter. But what do you need to ensure efficiency?

The Video Card

Of all the components in a gaming computer the video card consumes the most power. A high-end card can add over 100 watts of power draw to your system when it?s running at full load. Depending on your computer, this could double power demand and drastically increase both noise and heat.

If you?re interested in energy efficiency you should make sure to buy only the quickest video card that you need to obtain a framerate you consider acceptable. A card that is overkill for a particular game will usually use more energy than one which is just adequate, but you likely won?t notice a difference in the game experience. Anandtech?s GPU Bench is a good way of gauging what video card will work for you.

You also need to pay attention to reviews. Some video cards are drastically more efficient than others when performing the same task. NVIDIA?s new video cards based on the Kepler architecture, for example, have remarkably low power draw.

The only way to reduce the power of a card you already have is to underclock it. This is the opposite of overclocking ? the clock speed is set below stock rather than above it. This can be accomplished using a tool such as RivaTuner (for NVIDIA products) or settings built in to the card?s driver software (for AMD products).

The Processor

Your computer?s processor is the second most important contributor to overall power draw. Anyone interested in energy efficiency should simply buy the most powerful Intel processor they can afford. All of Intel?s products beat the snot out of AMD?s efficiency.

What about dual-core vs. quad-core? Dual-cores undoubtedly use less power. Most tests suggest that a Core i3 dual-core processor will use about 20 watts less at load than an entry-level Core i5 quad-core. With that said, a quad-core is much better for serious gamers. It?s worth the extra power.

Don?t plan on overclocking if efficiency is your goal. Processors draw more power as their clock speeds are increased above stock. On the other hand, you can undervolt your processor to reduce its power draw while maintaining the same performance or underclock it to reduce both power draw and performance. This will only be possible if your computer?s BIOS offers configuration options that let you change processor voltage.

The Power Supply

A computer?s power supply is an important factor in overall efficiency. Power supplies are responsible for converting power from a wall socket into usable power for a computer. This process is not 100% efficient. A poor quality power supply can lose 30% of power drawn as heat. That increases overall power draw from the wall socket.

The 80 Plus standard has been created to judge the efficiency of power supplies. Any unit that reaches this standard is at least 80% efficient at all levels of load. There are other even better versions of 80 Plus which are explained in our power supply guide.

An efficient power supply will reduce overall power draw and heat output. It?s also likely to be quieter since it needs less cooling. A handful of supplies, such as the Seasonic SS-460FL, are so efficient they don?t need any fan at all.

Game Settings

Some games offer a maximum framerate setting. This is an excellent way to reduce energy draw when playing a game that is not at all demanding for your video card. Diablo 3, for example, has framerate cap settings that are handy because the game can run at hundreds of frames per second on many gaming PCs.

You might also be able to reduce power draw by enabling V-Sync. This feature caps framerate at a certain maximum to ensure that no frame tearing occurs. In some games, depending on how the feature is implemented, it can reduce power draw by preventing your video card from rendering more frames than required to provide a playable experience.

Reducing video quality is also an option, of course, though it has the obvious trade-off of making your games appear less attractive. I think most gamers are unlikely to find that an acceptable compromise. It also may not impact power draw positively if the game offers no way of limiting framerates.

Conclusion

Gaming will always require more power than most other tasks a computer can perform. This is because a modern game usually places heavy demand on both the processor and the video card. There are not many other applications that do the same.

Still, you can improve your efficiency significantly by taking the suggestions in this article to heart. A gaming rig build with power use in mind can easily be 25% more efficient than one which was built without concern for the same. That will save you money, reduce heat and decrease noise.

Sometimes, a female applicant believes that she has the skills and ability to do a very strenuous job even if she hasn?t tried before. Especially if the job is in a largely male-dominated field, you may be tempted to hire her, even if only to avoid a potential sex discrimination claim.

Go ahead and give her a chance, knowing that if it doesn?t work out, you can terminate her. Just make sure you document everything.

Recent case: Amy, a 37-year-old, 5-foot-1-inch woman who weighs 125 pounds, applied for a job as a pipe? fitter. She claimed she had no problems lifting 50 pounds or doing any of the other strenuous work associated with the position.

Amy was hired. She almost immediately had trouble and went out on workers? compensation several times. When her supervisors concluded she simply couldn?t physically do the job, she was terminated.

She sued, alleging sex discrimi?nation and retaliation for filing ?workers? comp claims.

The court tossed out her case. It reasoned that the company had proved she could not do the job. The employer tracked her mistakes and requests for help, and spoke with co-workers, including another female pipe fitter. The court said that was enough to justify terminating her. (MacDonald-Bass v. J.E. Johnson Contracting, No. 10-2318, 6th Cir., 2012)

Another option: Come up with a job-related prehire test that is ?consistent with business necessity. Be sure to consider reasonable accommodations for any disabled applicants.
