Older mothers fuelling biggest ever baby boom: 900,000 pregnancies in a year beats post-war record

Data also showed that most babies are now conceived outside of marriage

A boom in motherhood among older women has driven up the number of pregnancies to record levels, official figures revealed yesterday.

For the first time, more than 900,000 women became pregnant in a year, a level not reached even during the baby boom years after World War Two.

The unprecedented number of conceptions was fuelled by the fast-rising rates of pregnancy among women in their 30s? and 40s.

The latest figures show that? 40-somethings were becoming pregnant in? 2010 at more than double the rate of two decades ago.

In a single year, conception rates for women in this age group rose by 5.2 per cent.

The increase for those aged 34 to 39 was 4.5 per cent and 4.9 per cent for those aged 30 to 34.

The Office for National Statistics said the latest leap was down to the race among working women to catch up and have the families they missed out on in their 20s.

This is a new influence in addition to the factors driving rates in recent years: high immigration and the arrival in Britain of large numbers of women of child-bearing age who then have families.

Many women may also be influenced by the recession making family life more important. Newly jobless women and those with less work also have more time for family.

The report said the rise in numbers of conceptions ?could be attributed to the increased contribution of women aged 30 and over, or possibly due to the economic climate following the 2008-2009 recession.

?Family may also be valued more highly during tough economic times and, as parents could be out of work, they may have more time to spend on child rearing.?

The ONS said the reasons for more over-40s conceiving include delaying motherhood by participating in higher education, holding off on marriage and the desire to get ahead in their careers to buy a home and be financially secure before starting a family.

Migrants who were not in Britain in their early child-bearing years have also boosted levels by becoming mothers later in life, said the report.

According to the 2010 figures, 909,245 women in England and Wales became pregnant. This was a rise of 1.4 per cent on the 896,466 pregnancies in the previous year.

There were 723,165 babies born with the average age for new mothers now almost 30.

Just over one in five of the pregnancies, slightly fewer than 190,000, ended in abortion. Half of conceptions to girls under 18 ended in terminations.

There have not been so many pregnancies in England and Wales before.
Numbers have never reached 900,000 since the 1967 Abortion Act came into operation, legalising terminations.

The baby boom peaked in 1964, when there were 880,173 maternities, which are comparable to conceptions now. In the post-war year of 1947, there were 891,504 maternities.

According to the latest figures, conception rates for women in their 20s remained flat.

Those in their early 30s were the least probable to have an abortion, with 12.6 cent of pregnancies among 30 to 34-year-olds terminated in 2010.

This is the age group where they are most likely to marry and? settle down.

LABOUR?S FAILURE ON TEENAGE MUMS

Tony Blair?s attempt to slash teenage pregnancies by handing out contraceptives and more sex education did not hit its target.

Labour?s flagship strategy costing ?250million had aimed to halve conceptions in England by 2010. But official figures yesterday showed the 12-year plan only cut the numbers of conceptions to the under-18s by 23.8 per cent.

For 2010 alone, however, under-18 pregnancies did drop by 7.3 per cent. Pregnancies among the under-16s also fell, by 6.8 per cent in a year to 2010. This meant 36 girls in every 1,000 aged 15 to 17 became pregnant.

The Office for National Statistics said policies, including sex education and the availability of contraceptives, could explain the fall.

But it said there could also be ?a shift in aspirations of young women towards education?.

There was more media awareness among young people and ?the perception of stigma associated with being a teenage mother?.

Diane Abbott, Shadow Public Health Minister, warned that Coalition reforms would reverse Labour?s good work before 2010.

She said: ?The danger is that this government will cause the fragmentation of sexual health services.?

Broadcom's taken the chance to bust out some killer new internals for Android phones here at MWC. The new range of SoCs are optimized for Ice Cream Sandwich, based on single or dual-core 40-nanometer ARM Cortex A9s. The BCM21654G has a 1GHz CPU, integrated HSPA modem and VGA video support, it's likely we'll see this popping up in budget phones. The romantically named BCM28145 and BCM28155 are dual-core chips with HSPA+ modems and can handle 720p and 1080p video respectively. All dual-core chips will come with a "videocore," a third low-power chip to handle video playback without occupying the main CPU and draining power as well as an Image Signal Processor chip that can support cameras up to 42-megapixels (glances across to the Nokia 808). Other options you'll find appearing in the cellphones of tomorrow include hybrid GPS / Glonass units, low-power NFC and active dual-SIM capability. EAC LogoEast African Community (EAC) Partner States? Ministers responsible for the Transport, Communications and Works met during the week in Arusha, Tanzania, where they cleared the draft One Stop Border Post Bill and adopted a draft EAC Protocol for ICT Networks.

The Ministers were in Arusha for the 3rd Extraordinary Meeting of the Sectoral Council on Transport, Communications and Meteorology convened to consider among others; the revised draft One Stop Border Post Bill, the draft EAC Protocol on Information Communication Technology (ICT) Networks, as well as matters pertaining to the Civil Aviation Safety and Security Oversight Agency (CASSOA).

Key among the agreements reached during the Sectoral Council meeting was the adoption of the revised draft One Stop Border Post (OSBP) Bill, which the Ministers directed the EAC Secretariat to forward to the 13th Sectoral Council on Legal and Judicial Affairs in March 2012 for consideration and approval.

Once the draft Bill is cleared by the other key Organs of the Community, namely the EAC Council of Ministers and the East African Legislative Assembly, an EAC One Stop Border Posts Act is the envisaged outcome.

The Act would provide the legal framework for the operation of border posts of two Partner States under one roof, meaning they would become more efficient as Customs and Immigration checks, among other border operations, will be conducted in a ?common control zone? that would eliminate the current practice that involves checks on both sides of a border between two Partner States.

Under the OSBP concept, all traffic would stop once in each direction of travel, facilitating faster movement of persons and goods, and allowing border control officers from the two Partner States to conduct joint inspection.

The key benefits OSBPs promise are: less time spent crossing borders for travellers; simpler and more efficient clearance procedures for businesspeople; while border agencies stand to gain through improved information sharing and risk management ? leading to more effective controls.

The draft Bill, first developed in 2010, had remained pending after an October 2011 meeting of Ministers of Justice/Attorneys General identified various gaps that it directed the EAC Secretariat to address.

Addressing the meeting, EAC Deputy Secretary General (Productive and Social Sectors) Mr. Jean Claude Nsengiyumva noted that infrastructure development in the region would be positively impacted by the enactment of the OSBP Bill, while Kenya?s Assistant Minister for Transport and Chairperson of the Sectoral Council Hon. Simon Ogari remarked that the proposed Bill would boost the implementation of the Common Market Protocol.

Ministers Adopt Draft EAC Protocol on ICT Networks

The Ministers? meeting also considered and adopted the draft EAC Protocol on ICT Networks, which seeks to, among others, promote: ICT services in the Common Market; the harmonization of ICT policies, laws and regulations; and establishment and management of ICT networks.

The EAC Protocol on ICT Networks was a key recommendation of the Final Report of the Detailed Pre-Investment Analysis for the East African Community Broadband ICT Infrastructure Network (EAC-BIN) concluded in 2010 and adopted by the Council. The Report had recommended that a protocol on ICT networks was pre-requisite for the successful implementation of cross-border ICT networks.

The Ministers in attendance at the Sectoral Council meeting included; Hon. Simon Ogari, Assistant Minister/Transport; Hon. Dhadho Godhana, Assistant Minister/Communications (Kenya); Hon. Dr. Alexis Nzahabwanimana, State Minister/Transport (Rwanda); Hon. Moise Bucumi, Transport, Public Works and Equipment (Burundi); Hon. Dr. John P. Magufuli (Works); Hon. Omar Nundu, Transport (United Republic of Tanzania); and Hon. John Byabagambi, State Minister/Works (Uganda).

MVCC buying church property

Moraine Valley Community College is buying a church directly east of its Palos Hills campus and will convert the building into classroom space.

Moraine Valley Community Church, which approached the college about buying the building and land, will lease space in a Worth church to hold services, Pastor Mike Rotman said.

The college is paying $825,000 for the church and the five acres it sits on, according to Rotman and Mark Horstmeyer, a spokesman for the college.

Horstmeyer said the college hasn?t yet determined the types of classes that will be held in the church building, or how extensive of a renovation will be needed.

The church, 8601 W. 107th Place, sees the sale as a financial necessity.

?We are small and struggling financially, and we needed the income the sale would provide to continue as a congregation,? Rotman said.

March 11 will be the last service in the current building. After that, Moraine Valley will hold worship services in United Methodist Church of Worth, he said.

The Methodist church, 7100 W. 112th St., will hold its Sunday service at 9 a.m., and Rotman?s church at 11 a.m.

Moraine Valley?s food pantry, Elsie?s Pantry, will remain in Palos Hills, locating in early May to Savior Divine Lutheran Church, 10040 S. 88th Ave., Rotman said.

Horstmeyer said the college already owns property abutting the church, including a parking lot and a former golf driving range.

A contract for the purchase was signed Wednesday but the college won?t close on the deal until June, Rotman said.

?It?s difficult that we have to sell and leave our building, but now we are in two communities rather than just one,? he said, referring to the pantry remaining in Palos Hills.

?These are enormous numbers,? says Ike Shulman, a bankruptcy attorney in San Jose, Calif.? ?They?re basically setting us up for having a large number of fellow citizens become economically non-functional for the rest of their adult lives.??

Rep. Steve Cohen, (D-Tennessee), has introduced a bill, H.R. 2028: Private Student Loan Bankruptcy Fairness Act, which would treat private student loan debt the same as other consumer debt.?

Congressman Cohen says his bill would ?restore fair treatment to Americans in severe financial distress? and give ?an honest but unfortunate debtor a chance for a financial fresh start.??

The bill is supported by the American Association of Community Colleges, the American Association of State Colleges and Universities, the American Council on Education and the American Federation of Teachers, as well as various consumer groups.?There is currently no formal opposition.

Judge rejects argument to remove Facebook photos

Aaron Olson, of Chisago City, Minn., filed for a harassment restraining order against his uncle, Randall LaBrie, ?in Oct. 2010, claiming "that family photos and accompanying text, posted by respondent to the social-networking web site Facebook, constituted harassment."

LaBrie had, as relatives are wont to do, posted family photos on his Facebook page from March to June 2010. Included in the trip down memory lane were photos of Olson in group portraits, such as in front of a Christmas tree.?

When Olson learned these photos had been posted, he emailed his uncle asking him to remove photos that included him or to Photoshop them (or some such editing method) to blur him out from recognition.?(No juicy details of why such photos were a problem?were given in the written decision.)?LaBrie's response in a word: no. LaBrie also advised his nephew to "stay off Facebook if he disliked the photos." At some point, however, LaBrie relented and removed photo tags and later, the photos.

In his defense, LaBrie said he had not intended for his nephew to see any of those pictures, that they were not Facebook friends and so should not have had access to those images. Apparently, however, LaBrie did not make the proper privacy adjustments to his photos, because Olson was able to print out pages that any member of the public could access.

Tensions between the family members escalated to comments "that could reasonably be interpreted as veiled threats agains" Olson's "life and safety." Olson accused his uncle of "a hostile tirade" online, posting those childhood memories with ?"obscene language." In filing for a two-year restraining order, Olson even went so far as to say his uncle's behavior and action had "restricted his movement "and caused reasonable alarm."?

But, when it came down it, the photos and comments just didn't meet the legal standard for harassment.

It also didn't help Olson's case that he went on a six page-tear of "multiple accusations of bias against the district court and opposing counsel"?without "one citation to a statute or caselaw."?

To quote directly from the decision:

The district court also found that the family Christmas pictures were innocuous photos that "could not possibly serve as a basis for harassment," a finding that appellant does not contest. To constitute harassment, words must have a substantial adverse effect on the safety, security, or privacy of another. Minn. Stat. ? 609.748, subd. 1(a)(1). Comments that are mean and disrespectful, coupled with innocuous family photos, do not affect a person's safety, security, or privacy?and certainly not substantially so. The district court did not err by determining that the evidence submitted by appellant did not satisfy the statutory definition of harassment. Therefore, the district court did not abuse its discretion by dismissing appellant's petition for an HRO.

Since 2008, most of us have been walking budgetary tightropes -- cutting a piece off of this, snipping some off of that. For some, it's just the luxuries that have been eliminated: No more the extended vacation, the new car lease every year or two, or the $400 handbag spree. On all counts, it seems that we are a culture moving from decades of "Want It!" to the more realistic "Need It?" Coupon clipping is in again and most people are more worried about whether they're going to have a roof over their heads than whether they're sporting the latest Uggs. It has properly affected every aspect of our lifestyles and, hopefully, our values and priorities. But, inevitably, a change so vast has also affected our relationships.

There seem to be two trends at the same time:

On one hand, with less expendable income, there are less expendable marriages. Our new economic realities may be forcing yet another belt tightening -- or heart tightening -- process: People can no longer afford to get divorced.

One attorney in White Plains, N.Y., Joy Joseph, Esq., has been a specialist in matrimonial law for many years. In the last six years, she has seen a very clear downward trend in the number of divorces:

"For people of moderate means, the economy has had a big impact. It is very expensive to get divorced. Only a part of it is attorney's fees. The bigger part is that the assets are split or devalued in the process. Usually that's the house, in which they have very little equity. Plus there's the risk of losing the partner's health benefits. They're afraid to live uninsured. So, they cling to an unhappy marriage because they can't afford to leave."

The statistics support her observations: A new paper in the B.E. Journal of Economic Analysis and Policy shows that as unemployment rises, the divorce rate goes down: For every 1 percent increase in the unemployment rate, the divorce rate goes down by 1 percent.

On the other hand, the NPR-Kaiser Family Foundation survey suggests that while divorce is down, discord is up. They reported that high unemployment has contributed to ruptures in many families around the country. They state that more than 20 percent of all Americans who have been without work for more than a year claim that their close relationships have suffered. More than 30 percent say their financial difficulties have had a profound negative impact on their partners' health and well-being.

What does this mean for marriages?

Unfortunately, for the truly horrible marriages, it means a forced choice between one hardship and another. I know one woman who has no money, three children, no extended family, and no friends because her violent husband has sequestered her. He has gained control of everything, including the children, through both stealth and steady emotional manipulation. He has made her afraid of leaving even though staying will eventually mean her death. She has begun investigating shelters for her and her children and a life she will have to recreate from the very fundamentals, knowing he may still hunt her down. She stands at this crossroads and trembles.

For others in less dire circumstances, it gets complicated by other matters -- both material and immaterial. A woman I know says it's about money, but as it turns out, she has about $30,000 in a bank account, a good getaway car, jewelry, and a small, discreet dog she can easily take with her in a carrying case. She knows people in other states. So why does she stay with a man who hates her, berates her, and beats her? I asked her point blank and she said it was because she likes her furniture. She's attached to her stuff.

While I know that can be true, I think it's more.

In my experience, a lot of people -- both men and women -- who suffer in abusive relationships do so because they don't know anything else and have no vista for hope. Often they were so painfully damaged by earlier relationships, they were made to feel as if they deserved no better. I think in her case, it is that she truly feels unworthy and doesn't trust her own ability to step away, make new friends, get work, and survive in the world on her own. The stuff is little more than a ready excuse.

Another couple -- two women who have lived together for fifteen years but have nothing between them but a mortgage -- stay because they can't sell their home. It has been on the market for two years and they have lived utterly separate lives during that entire time.

Some experts say that this may be a situation that bodes well for couples whose marriages are in the borderland between functional and finished. Necessity is the mother of invention and, they suggest, the necessity of living together can force people to find ways to do so companionably, work out issues, and perhaps find it in their hearts to love one another in ways they had not imagined before.

I think of the few moments I was angry and fleetingly considered bailing on my marriage --probably the same time my husband considered a similar solution. What made us stand still and work it through? Admittedly, besides occasional pride and obstinacy, our marriage is very stable. Was it just love, then? Surely love was a good part of it, but I don't believe it was all of it. I believe the commitment and the difficulty of feathering apart two completely interwoven lives overrode the momentary instability. In being faced with staying, we had to work at it. Easy? Far from it. Humbling. Frustrating. Wearisome. Not easy.

But eminently worth it for us. The process brought us to an entirely new level of intimacy, validating everything the optimists hope for and all that clergy argue: that most of us take the easy way out far too easily and leave before the miracle happens.

However, the data does not support the optimism when it comes to marriages that are fundamentally unstable or violent. To the contrary -- the current situation should make advocates of domestic violence prevention quite concerned.

If the Great Depression was any indicator, the divorce rate went down, but incidence of violence in the home went up. According to Stephanie Coontz, a historian and professor of women's studies at Evergreen State College, when states began to permit no-fault divorces, domestic violence dropped by 20 to 30 percent and the rate at which husbands were murdered by their wives was significantly lowered. According to her, divorce provides a very necessary "safety valve."

Joy Joseph stated that her experience supported Coontz's conclusion: "As a result of their inability to afford full divorces, people are going to mediation, which can be good if there's something to be saved. But a lot of women get hurt in the bargain because they don't hire their own attorney. They've often stayed home to take care of the kids and the husband is generally the main provider and wields the most power. Despite the social changes of the last 50 years, there's still a great deal of disparity.

"It's not good," she adds. "Financial stressors are one of the biggest reasons people split up. Then couple that with the bad relationship and you've got a real problem."

Coontz and others predict that as the downturn resolves, divorce rates will quickly go back up again, which make some people hopeful.

That statistical prediction strikes me as sad, even if it is necessary or inevitable.

Is it wrong to hope that collectively we can learn something terribly important from this recession? Is it wrong to pray that we begin to realize we are not the things we own, rather the relationships we have and the love we give? While I am certainly not in favor of someone staying in a marriage that puts him or her (or children, especially) at risk, I think it might do us all a bit of good to slow down, to take a bit more time between the fight and the time we scream, "I'm outta here!"

University of California, San Diego researchers have developed a new injectable hydrogel that could be an effective and safe treatment for tissue damage caused by heart attacks.

The study by Karen Christman and colleagues appears in the Feb. 21 issue of the Journal of the American College of Cardiology. Christman is a professor in the Department of Bioengineering at the UC San Diego Jacobs School of Engineering and has co-founded a company, Ventrix, Inc., to bring the gel to clinical trials within the next year.

Therapies like the hydrogel would be a welcome development, Christman explained, since there are an estimated 785,000 new heart attack cases in the United States each year, with no established treatment for repairing the resulting damage to cardiac tissue.

The hydrogel is made from cardiac connective tissue that is stripped of heart muscle cells through a cleansing process, freeze-dried and milled into powder form, and then liquefied into a fluid that can be easily injected into the heart. Once it hits body temperature, the liquid turns into a semi-solid, porous gel that encourages cells to repopulate areas of damaged cardiac tissue and to preserve heart function, according to Christman. The hydrogel forms a scaffold to repair the tissue and possibly provides biochemical signals that prevent further deterioration in the surrounding tissues.

"It helps to promote a positive remodeling-type response, not a pro-inflammatory one in the damaged heart," Christman said.

What's more, the researchers' experiments show that the gel also can be injected through a catheter, a method that is minimally invasive and does not require surgery or general anesthesia. Ne

w, unpublished work by her research team suggests that the gel can improve heart function in pigs with cardiac damage, which brings this potential therapy one step closer to humans, said Christman.

There are few injectable cardiac therapies in development designed to be used in large animals such as pigs, which have a heart that is similar in size and anatomy to the human heart, Christman explained. "Most of the materials that people have looked at have been tested in rats or mice, and they are injectable via a needle and syringe. However, almost all of them are not compatible with catheter delivery and would gel too quickly, clogging the catheter during the procedure.

In experiments with rats, the gel was not rejected by the body and did not trigger arrhythmic heart beating, providing some assurance that the gel will be similarly safe for humans, the researchers note.

Christman has an equity interest in Ventrix, Inc., a company that may potentially benefit from the research results, and also serves on the company's Scientific Advisory Board. The terms of this arrangement have been reviewed and approved by the University of California, San Diego in accordance with its conflict of interest policies.

The study's co-authors include Jennifer Singelyn, Priya Sundaramurthy, Todd Johnson, Pamela Schup-Magoffin, Diane Hu, Denver Faulk, Jean Wang, and Kristine M. University of California, San Diego researchers have developed a new injectable hydrogel that could be an effective and safe treatment for tissue damage caused by heart attacks.

The study by Karen Christman and colleagues appears in the Feb. 21 issue of the Journal of the American College of Cardiology. Christman is a professor in the Department of Bioengineering at the UC San Diego Jacobs School of Engineering and has co-founded a company, Ventrix, Inc., to bring the gel to clinical trials within the next year.

Therapies like the hydrogel would be a welcome development, Christman explained, since there are an estimated 785,000 new heart attack cases in the United States each year, with no established treatment for repairing the resulting damage to cardiac tissue.

The hydrogel is made from cardiac connective tissue that is stripped of heart muscle cells through a cleansing process, freeze-dried and milled into powder form, and then liquefied into a fluid that can be easily injected into the heart. Once it hits body temperature, the liquid turns into a semi-solid, porous gel that encourages cells to repopulate areas of damaged cardiac tissue and to preserve heart function, according to Christman. The hydrogel forms a scaffold to repair the tissue and possibly provides biochemical signals that prevent further deterioration in the surrounding tissues.

"It helps to promote a positive remodeling-type response, not a pro-inflammatory one in the damaged heart," Christman said.

What's more, the researchers' experiments show that the gel also can be injected through a catheter, a method that is minimally invasive and does not require surgery or general anesthesia. Ne

w, unpublished work by her research team suggests that the gel can improve heart function in pigs with cardiac damage, which brings this potential therapy one step closer to humans, said Christman.

There are few injectable cardiac therapies in development designed to be used in large animals such as pigs, which have a heart that is similar in size and anatomy to the human heart, Christman explained. "Most of the materials that people have looked at have been tested in rats or mice, and they are injectable via a needle and syringe. However, almost all of them are not compatible with catheter delivery and would gel too quickly, clogging the catheter during the procedure.

In experiments with rats, the gel was not rejected by the body and did not trigger arrhythmic heart beating, providing some assurance that the gel will be similarly safe for humans, the researchers note.

Christman has an equity interest in Ventrix, Inc., a company that may potentially benefit from the research results, and also serves on the company's Scientific Advisory Board. The terms of this arrangement have been reviewed and approved by the University of California, San Diego in accordance with its conflict of interest policies.
